Ok there's this association I get here with the philosophical mind-body problem, to be more precise - with the problem of qualia. This is what I get from both, the artwork and the title as well:
1. Is the brain really just a bunch of computer like circuits?
2. Even if it was, would it really mean that there is no way there was anything like mind with a 1st person quality? Meaning would it be possible there was a subjective quality like sound, visual experience etc perceivable in this and that particular form only by this and that subject?
Sorry for going that deep into the philosophical problems of mind but I just couldn't help it haha.
